This report and summary brief highlight the outcome harvesting evaluation of the Reducing Child, Early, and Forced Marriage (CEFM) project implemented by Breakthrough ACTION in Nepal from 2020 to 2024. The project aimed to enhance the capacity of local government institutions to effectively design, implement, and monitor social and behavior change (SBC) activities that reduce CEFM. Working across six municipalities, the project engaged local and provincial stakeholders to build a community-driven, multi-sectoral, and data-informed approach to address CEFM.
The outcome harvesting evaluation, a participatory and qualitative methodology, captured how the project influenced changes in behaviors, systems, and practices within institutions and communities. The evaluation illustrates Breakthrough ACTION’s contributions to building local capacity and fostering sustainable change by documenting specific and verifiable outcomes beyond direct project control. The evaluation gathered insights from project staff and external stakeholders and reviewed project documentation to verify these outcomes.
These resources are intended for SBC practitioners, program evaluators, government officials, and organizations focused on capacity strengthening and child protection. They offer a practical example of outcome harvesting as an effective evaluation method for complex projects. The findings underscore the value of community-centered, adaptive approaches that enable local systems to drive meaningful behavior change, contributing to a model for impactful, sustainable SBC programming.
