Breakthrough ACTION supported measurable improvements to Cote d’Ivoire’s capacity for risk communication and community engagement (RCCE) based on the World Health Organization’s Joint External Evaluation (JEE) criteria. The project adopted a multisectoral “One Health” approach to its interventions, which included the development of numerous RCCE strategies and guidance documents; the establishment of coordination mechanisms, training of a broad cadre of stakeholders on their role in emergencies, and the systematic engagement of women’s, youth, and other civil society groups to respond to emerging threats. A signature GHS project achievement was the establishment and scale-up of the country’s first comprehensive Infodemic Management System to collect, analyze, and respond to evolving rumors in real time.

Awareness efforts encouraging more people to seek immediate care for possible rabies exposures seem to be working and dog vaccination is up.
Breakthrough ACTION works closely with the National AIDS Control Program (PNLS) to implement both prevention and testing activities in communities. Prevention sessions are led by trained facilitators using the Brothers for Life (males 15-49), Super Go (females 15-24) and Super Tata (women 25-49) curricula. Testing was offered by peer navigators at these sessions as well as through community wellness events and index testing activities. Breakthrough ACTION peer navigators worked closely with clinics and those who tested positive for HIV to support them to begin treatment and remain adherent in order to achieve viral suppression.

Under the CCP-led Breakthrough ACTION project, more people are learning their HIV status and being treated with highly effective medicines.
From 2020-2024, Breakthrough ACTION worked alongside the government’s Risk Communication Technical Working Group to curb the pandemic and reduce its impact on vulnerable groups. Early in the pandemic, the project supported risk communication and community engagement (RCCE) interventions around key prevention measures such as masking, handwashing, and social distancing. As effective COVID-19 vaccines were rolled out starting in 2021, Breakthrough ACTION became a trusted partner of the government in developing nuanced and segmented messaging, training and engaging health providers, tracking and addressing emerging vaccine rumors and misinformation, designing research and innovative approaches to understand and address vaccine hesitancy, and implementing inclusive community engagement strategies that leveraged civil society, student groups, and faith communities to increase vaccine confidence.
